12. Reggie Miller (90-01)

Reggie Miller is one of the biggest PO risers in NBA history but he is held back by Peak. His longevity is incredible and he has GOAT Tier Efficiency. His Bag on ball isn't much but he's one of the best off ball scorers of all time. This helped give him more gravity as teams couldn't pressure an on ball player without risking Miller getting wide open.
11. James Harden (13-20)

Deciding who got the number 10 spot between Harden and Steph Curry was very difficult as Both have strong arguments over the other. Harden's Scoring stats are absolutely crazy in the RS (1 of 2 players in NBA History with 40 IA PTS/100 for their prime) and He is very efficient. He gets heavily held back by having one of the worst PO drops in NBA history. His bag is very strong especially after he added a Floater in Recent years to his scoring arsenal. He has his Famous Step Back three. His Gravity also is very high. Longevity is another factor that holds him from being higher but he will rise in the future.
10. Steph Curry (14-21)

Steph Has a top 5 scoring peak ever fringe top 10 bag top 5 gravity top 3 efficiency so why isn't he higher than 10? Well firstly his longevity Kills him, And secondly Steph also Suffers a huge PO Drop like James harden. His Po drop is exaggerated by Him having multiple PO Injuries but Curry still drops even without including his injured years although it is not as bad as harden's. Curry has arguably the best Scoring season of all time and unarguably the best Scoring RS of all time in 2016. I can see an argument for curry over my number 9 but i give 9 the slight edge for his All time PO Resilience.
